Team, contracts & trust

Understand who is responsible, how authority is granted, and where professional responsibilities begin and end.

01Are your lawyers experienced and properly licensed?

Each of our lawyers has years of immigration-service experience and has handled hundreds of client matters. They are officially recognised and licensed to practise in Türkiye. You may use their bar registration numbers to check their details with the relevant official body.

02Who files the application? Is it handed to a third party?

Our lawyers follow the matter throughout and submit the documents. We do not hand cases to outside individuals or organisations. The client grants authority directly to our lawyers, and we neither have the right nor the intention to transfer that authority.

03How long have you operated, and can I review previous cases?

Since Türkiye’s citizenship-by-investment programme began, we have continued to handle matters for clients from China and other countries in Chinese, English, Turkish, Russian, German and Arabic. Because of Turkish data-protection law and our confidentiality duties, we do not disclose client information. During an office visit, you may meet our team and review anonymised examples of previous work.

04Which law governs our contract, and how are disputes handled?

The property purchase contract and service agreement are governed by Turkish law, and disputes fall under the jurisdiction of the Turkish courts. You receive the full agreement for review before signing.

Ⅱ

Property & due diligence

See how projects, title deeds, valuations and ownership history are checked before a transaction proceeds.

05What properties do you offer?

We work with projects from established developers across Istanbul. We recommend several options based on your budget and intended use, and strongly encourage you to visit and inspect the properties in person before deciding.

06What title-deed requirements apply to a citizenship property?

For citizenship clients, the properties we recommend show Mesken (residential) in the Cinsi field of the title deed (Tapu). Before the transaction, we conduct a second review of the title deed and Land Registry search results and recommend that you verify all title information on site.

If you have a clear need for another property type, we can recommend options for that purpose. However, undeveloped land, agricultural land and timeshare title interests cannot be used for a citizenship application.

07What if the valuation does not reach the USD 400,000 threshold?

Valuation comes first in our process: before a formal purchase contract or substantial payment, we check the valuation and applicable investment-amount requirements before deciding whether to proceed. Meeting the threshold does not remove every transaction risk or guarantee citizenship approval.

Under TKGM Circular 2024/2 as revised on 28 September 2026, a valuation report may be prepared by a firm authorised by the Capital Markets Board of Türkiye (SPK), with active TDUB membership and participation in TADEBİS. The property owner applies through Web Tapu for the appropriate purpose; where the owner is a legal entity, an individual authorised to represent it applies. An eligible firm may be selected directly or through the system algorithm, and valuation is assigned after the notified fee is paid. The electronically signed report is sent to TAKBİS and can be viewed in Web Tapu.

Under the September 2026 revision of TKGM Circular 2024/4, property investment for citizenship generally also requires a TTB investment-amount determination document derived from the valuation report and sent through TADEBİS to TAKBİS / Web Tapu; a TTB submitted on paper is not accepted. An additional indicative valuation cannot replace the reports and confirmation documents required under the applicable rules.

When reviewing a report, the Land Registry’s valuation department may request further information and decide to accept the report, require revisions, commission a control valuation report or obtain a new report through the system algorithm. Submitting a report and meeting the valuation threshold do not mean the competent authority’s review is complete.

Real estate investment trust (GYO) transactions have specific conditions: provide a valuation report prepared under the applicable rules before the title transaction, published on KAP and stating the value of the relevant individual unit, or request a new report forming the basis of a TTB through Web Tapu / TADEBİS. With the first route, the Land Registry’s Foreign Affairs Department must be consulted during the review of the TYTB investment determination document, and the transaction proceeds according to its response. TTB exceptions for public-sector bodies and related entities require checks of the parties and documents before the transaction.

08How do you check for title problems or prior use in a citizenship application?

Property eligibility requires both title due diligence and checks against the official rules:

  1. We conduct a full title-history review, including past owners, mortgages, attachments and other encumbrances.
  2. Check the seller’s status, close-family and company relationships, and previous transfers. Being a Turkish citizen or company does not by itself satisfy every condition.
  3. A property may be used for citizenship acquisition only once. If a TYTB investment determination document has already been issued for it, another cannot be issued for a different foreign person.
Ⅲ

Fees, commissions & payment

Service fees, commercial relationships and the property-payment path are explained separately.

09Does the developer pay you a commission, and how much is it?

A developer may pay Starmoon Consulting a commission, with the rate varying by project. After you select a property, we disclose the total commission and relevant KDV position, and can discuss a reasonable treatment of that commission.

View the full commission explanation and pricing
10What costs arise in addition to the property price?

In addition to the property price, allow for legal service fees, local execution costs, government taxes and charges, and applicable third-party expenses. We itemise these according to family size, the target property and the scope of engagement, and confirm them in writing before proceeding.

View the cost breakdown and applicable terms
11How is the property paid for? Does money pass through an agent or personal account?

Applicable transactions require a DAB foreign-currency purchase certificate and bank payment records under the official rules. The Land Registry guide allows the buyer, seller or their agents or representatives to arrange conversion and requires review of the reasonable relationship between relevant payers and recipients. Payment from the applicant’s own account to a developer is not the sole statutory route for every transaction.

Our service does not collect the property price. Before payment, your lawyer and bank must verify the seller, lawful recipient, account, authority and purpose, and retain bank records linked to the property and DAB. Do not pay on the basis of unverified personal payment instructions.

Ⅳ

Process, policy & documents

Understand the expected stages, policy-change considerations and documents needed for an application.

12How long does the process take from starting to receiving a passport?

The table contains indicative service-planning estimates, not government deadlines or completion guarantees. Account opening, additional documents, individual review and appointments can extend the process. Obtain a written schedule for your circumstances before signing.

13What happens if the policy changes during my application?

If policy changes during an application, the effective date, transitional provisions and the steps already completed must be reviewed individually. Payment or title transfer alone does not guarantee protection against every later policy change. Your lawyer should check the applicable rules before signing and payment.

The official investment guide checked on 12 September 2026 still lists a minimum of USD 400,000 and a three-year restriction on sale. This records the conditions shown on that page on that date; it is not a prediction of future policy.

14What documents are needed, and is double legalisation required?

Documents include passports for the applicant and accompanying family members; birth certificates, criminal-record certificates and marital-status documents; birth and custody documents for accompanying children where applicable; and biometric photographs in the required format.

The authentication route depends on where a document is issued, its type and the applicable treaty relationship. An apostille applies to covered public documents where the Convention is in force between the relevant states or territories; consular legalisation may be needed otherwise. Turkish translation, notarisation and the receiving authority’s document requirements must still be checked individually. Preparation time depends on the issuing and authentication authorities. We provide item-by-item guidance.

Ⅴ

Sale, letting & aftercare

See what happens after the three-year holding period and what support is available for letting and management.

15Can I sell after three years, and does selling affect citizenship?

After the three-year undertaking expires, the owner may apply to remove the registered restriction and arrange a sale, subject to the rules. This is not a guarantee that every sale leaves citizenship eligibility unaffected. The Land Registry guide provides for cancellation of the TYTB if the property is transferred back to the previous owner or that owner’s first-degree relatives after the period. False statements or concealment of material facts can also lead to cancellation of the citizenship decision. Have a lawyer review the buyer and transaction before selling. We can handle listing, transaction coordination and title transfer within the authority granted.

16Can the property be let and managed if I do not live there?

Yes. We offer lease drafting and authorised signing, tenant-brokerage support, and annual management including payment of building dues (Aidat) and taxes.
