The valuation report used for citizenship must be handled in accordance with TKGM Circular 2024/2; reaching the amount threshold does not mean the transaction is risk-free or that citizenship will necessarily be approved. As for title, according to the Guide (Kılavuz) of the General Directorate of Land Registry and Cadastre (TKGM) https://cms-api.tkgm.gov.tr/media/96126/view, the points of attention listed in the public rules include: the property must be a unit registered as an independent section (Kat Mülkiyeti, i.e. condominium ownership), or a lawful permanent building registered as arsa, i.e. a land plot, with a use permit (yapı kullanma izin belgesi); land without buildings, land of agricultural nature and timeshare (devre mülk) cannot be used for citizenship; one property can be used for only one citizenship determination; a property whose registry contains restrictive entries that may lead to a change of ownership (such as a sale promise or litigation annotation) or a statutory mortgage (kanuni ipotek) will not be included. Details are subject to the official circular and review by the competent authority.
